Good day!
About your concern, a cron will execute the scheduled mails with a specific frequency (e.g. every 15 minutes). Don't mind the maintenance settings. In the scheduler frequency, you can set 15 minutes as you schedule max frequency and your maximum emails per tasks is 15 emails.
So in 1 hour you have 60 emails sent and the sending of emails is triggered by the cron in a certain frequency.
